Moonquakes are incredibly minor compared to earthquakes, they pose no danger.
MODERN nuclear reactors are perfectly safe.

The moon sis alreaddy bombarded by massive ammounts of radiation each day due to lack of atmosphere.
And if there is a meltdown the radiation cant spread due to that same reason.

Clearly we are awful at making nuclear power plants and should not place a reactor somewhere where the fallout will be of no harm
