Actually, that's exactly what it is. Do the most damage (get the highest score), and congratulations you win.
When put this way, it is sort of true. Wars are won by doing more damage to the other side, whether it be physically or psychologically.

They're really not.

wars are won by convincing the other side to give up. damage isn't necessary, it just happens that it's the most obvious way of winning.

That's not exactly correct.
The US pulled out of Vietnam with far more kills under their belt than the Viet Cong. A victory in war is more complex than you'd think

I like the quote but isn't it funny how humans are consumed intellectually by aphorisms?
It's why I think Nietzsche was a philosophical giant and perhaps the greatest of all time.
Actually we would have won, the Tet Offensive was the last desperate push by the Viet Cong, the media saw it as a sign that we were not winning and told the public that. If we would have stayed we would have been victorious, it was really a major victory for the US, but in the end for what was a major defeat for the Viet Cong actually turned out to be a major victory as it made public support for the war plummet which caused us to pull out.
Ah the old 'if it wasn't for the quitters we'd have won' argument.
I'll remind you that previous to our(the US) involvement in Vietnam, the French gave it a go and it went no better for them. AFTER we left, China fought with Vietnam and they got a taste of what fighting the Vietnamese is like.
The Vietnam situation was more complicated than commonly thought. A lot of Vietnamese wanted to determine their own fate(nationalism) and didn't want anyone else, democratic or communist, telling them what to do.
With the Tet Offensive it wasn't just the media undercutting our position. The US military was trying to sell the American public that the end was in sight, there was light at the end of the tunnel. The offensive made them look like liars(which they actually turned out to be).
