They probably would have done it months ago if they were just going to do that. Plus it is immediately able to be traced back to the government.
Ideally, if they are competent at all, the US government would have done something a little more cloak and dagger that can't effectively be traced back.

Even if they were to release the password, where do I input it, the file just says that it cannot be opened by win32. Doesn't ask me for a password.

Ok to kill this argument before it starts again: AES-256 is impossible to brute force crack, given any known technology. It would take every single computer in the world billions of years to brute force it.

They have every reason to lie.
There are people who take Wikileaks as absolute truth, so if they wanted to at least fuck over the US government for a while they could release a very vague document or just lie and then have conspiracy nuts swarm.
I'm all about a visable government, no behind the doors stuff, but I rather them not release something that could causes a war, potentially killing more people, while the founder, Julian Assange sits up in his high dollar home, drinking a margarita.

I assume you had never actually looked around wikileaks, there's tonnes of non US leaks, even non governmental leaks. They also apparently have leaks from BP, they really will be interesting when they are eventually put out into the open.
