Seriously, though, I think this is a perfectly good idea. If they're the first on the scene, not waiting for an ambulance could be extremely important.

Cops aren't really medicate professionals.
From what ive seen a lot of EMS companies and EMS protocols for some cities are changing towards a less aggressive use of narcan. The paramedics in my town pretty much are only able to administer narcan as more of a last resort (respirations are low or absent). I simply don't trust cops to actually identify a situation where the use of narcan is appropriate and when it is not.
I think more training towards teaching them BASIC intervention skills for overdoses would be more appropriate, such as how to help keep the airway open, prevent them from choking and how to ventilate if needed. Which they should already know.
Not even EMTs are allowed to administer narcan in most states. Narcan is usually reserved for paramedics and doctors.
Leave the drug play to the EMT -Ps

From what I hear the patient usually, if not always wakes up pissed the fuck off because you ruined their high. I haven't heard a narcan resuscitation story where the patient woke up happy to see you.
you also got side effects such as " change in mood, increased sweating, nausea, nervousness, restlessness, trembling, vomiting, allergic reactions such as rash or swelling, dizziness, fainting, fast or irregular pulse, flushing, headache, heart rhythm changes, seizures, sudden chest pain, and pulmonary edema"
