How to get power, how to maintain it, and how democracies are a bitch to conquer. I was referring to how the whole point of Machiavelli's prince is that it was written to separate morals and ethics from politics and look at it from a logical standpoint.

So what's logical about discrimination being okay because a small portion of the population is affected by it?

Discrimination is always going to be a thing. People will always find one common enemy to rally behind and after a decade or so it will shift to another common enemy. In the case of the transgender community it is very small so very little people would be targeted and its also very protected/blended in. With the cities most of these fine folk reside in are supportive of them and transgender surgery is at the point where you can't tell the difference.
For these reasons they're a very good target to rally against in any state that isn't Massachusetts or californa because the transgender community is heavily supported by not only state and city anti-discrimination laws but also various support groups and rallies. So as a politician you can have your manufactured outrage to get what you want while nothing actually happens. A token problem to further ones ambitions with no one getting hurt essentially.

The whole "it only affects a small population" thing is bullshit because demographics drastically change over time and you cannot rely on the ability to amend that legislation later.
Imagine five years ago you passed an anti-vaping law in your state because you didn't understand how they worked and nobody was really using them at the time.
