The police had every right to confiscate the tent. What they did NOT have the right to do was to physically assault her in order to remove it and then leave her there naked.

The police did a very poor job of handling the ordeal. While removing the tent by force was the only thing to do seeing as she refused to remove it herself, it should have been done in private. Though I suppose it'd be difficult for the police to escort an uncooperative suspect to a private area while she was wearing a huge tent.

And in what situations they're applicable. Driving and parking laws are there for safety. They don't want anyone getting run over. This temporary law is there so that people don't stay overnight. So... they surrounded a woman and ripped her clothes off, leaving her naked. I'm pretty sure that it's not supposed to work that way. Just a hunch.
