i went back and rewatched that one and it doesn't really look like they intended to bring her something, but you also can't see what all of the officers are doing and prior to taking the tent off, in addition to telling her to leave or to change her clothes, while the girl was yelling how she was 'butt naked,' a female police officer was made to confirm she actually was somewhat covered before they took it off. there were just way too many chances she had there to take a more dignified route, and she refused.

Instead of assuming what officers off the camera might be doing, we should be focusing on the evidence that is on camera.
reasonable doubt covers what they're doing off-camera, and the girl's numerous refusals to the officers' more than reasonable requests covers what happened on it.

She deserved it, she was trying to be a smartass and find a way around the rule of "no tents". She thought she could get away with it but she failed.

I think you mean they prohibited tents in general because there's nothing anybody sane is going to do with a tent other than pitch it. My point is, removing a stealthily removed tent-dress mid-pitch probably ain't difficult enough to merit yanking it off a lady preemptively.
