Right now most of the media is just assuming this and that happened, but right now the only official source of the current state of the reactor is the one from the BBC and Japan's govt spokesman, so I suggest we stick to that until the next few reports.
Right now the containment is probably sitting in open air among the ruins of the reactor hall, so if it will destabilize and start to melt it won't be hard to get the ground forces to pour concrete on it.

In other news, Ukraine was a soviet satellite state that was attempting to stem the growing stream of east>west defectors and trying to keep up the illusion that Soviet technology was still superior
And Japan is a country that is currently so deeply fucked by the earthquake and tsunami it has very little to lose in putting a 100km evacuation around the plant
