The battenburg style is incredibly noticeable - you know one as soon as you see it and can immediately distinguish it as an emergency vehicle even without it running blues and twos. The aim of the style is to make a car identifiable as an emergency service vehicle from half a kilometre in normal daylight, and it works. Battenburg is so popular that half of the police services in the UK were using it within 3 years of initial introduction, and most places that don't do full will at least do part battenburg. Have you guys ever seen those stealth decals? They just look like black unmarked police officers, but when you get within 25-30 feet you start to faintly see the decals. It gets more prominent the closer you get. I saw two the other day, but didn't get pictures. The big V8s in the Caprice and Charger are desired because they're relatively simple to work on, being enormous longitudal engines in big cars with big engine bays. They're also way lower stress than more compact engines. Sure, you can get 800 horsepower out of a Charger's engine, but if you're only making 370, it's under so little stress that it'll make those 370 horses for a very long time under heavy duty operations. That whole concept is why the Crown Vic PI survived for so long. It'd run under conditions that would make one of these new cars explode and then when it did break down it cost peanuts to fix. Also, if Top Gear was correct, they don't really perform "fine"... Plus, consider the fact that gas is way cheaper in the US (diesel is actually considerably more expensive). A 22 average MPG car is very common stateside. Once we see CAFE kick in, that may change, but Americans (and Clarkson) generally think diesels of any kind don't belong in moderately fast cars.

As a police car, it's expected to be turned on, turned off, driven, stopped, idle, and speeding. It's hell on the engine, so they need one that can perform well enough under all conditions.
