They are screwed because they shouldn't have done it. I can see china, russia, and some others, but Germany, Britain, and France? Seriously, they may disagree with us sometimes, but they are supposed to, that's what friends do to help each other gain perspective. Spying on your allies is a way to make sure they are still your allies. It's a common practice done back and forth for centuries.

No reason you can't do both simultaneously. It's just bad politically to get caught. I would bet anything that there are shitloads of spies doing the same sort of thing in the US. It's not like we haven't had major infiltrations by "allies" before (WWII Britain comes to mind)
