This obviously isn't right, but how else can we stop piracy? Honestly I'm just as against ACTA as any other guy but technically piracy is theft, in a sense, and we can't just let that kind of stuff happen.
How would someone scanning the hard drives tell if a file was acquired illegally?

If someone had pirated files they could put them on a disc then delete the files from the hard drive.
