IED's and ambushes are a big part of guerilla tactics, it's just about the only way an insurgent force can engage armor.

It's kind of like carrying a pair of binoculars except all he needs to do is sight down his optics. The other scope is likely an RDS, which helps a bit with accuracy but generally won't help your long distance by much.
For vehicle IEDs they should use a dummy vehicle first, then drive after it. Not sure about footsoldier though.

They've already tried that, along with about a hundred other solutions to IED problems. They all work... alrightish. Not useful against manually detonated weapons.
