Honestly I would put a parent's fault here. Having two small sisters I learned very quickly that what is not under lock will get used sooner or later. It's not that a person has to watch a kid, but one has to expect the kid to not know better and prepare for the eventuality.

I don't think the games are going to 100% ruin things but this is a critical development issue if the parents are just leaving the kid with an ipad to pass the time instead of actually being parents. If he says that the kid is already falling behind on their speaking abilities, chances are there's at least some iota of correlation between not doing a lot of talking and spending most of their time focusing on how to aim a digital slingshot I actually had my own computer at 2 years old, but this was 1989 and the only things you could remotely call games were educational things or complicated text and data management games (roguelikes? Text RPGs too), so I spent that time in my dad's lap learning reading, math and english stuff through a few games. Then I played lots of Doom.
