If an attack knocked out the internet, why wouldn't they want to restart it, so why would they restrict it to only work when 6 people want it to restart. Surely they'd want to bring the internet back up for communications as soon as possible?

Restrict it to seven people, and its easier to keep watch over what happens with the keys and is easy to prevent abuse. Basically, it disconnects most servers, meaning everything would be very localized, preventing spread. Then, when the threat is resolved, they meet and restart the connections.

Even if core DNS servers were destroyed, couldn't things still be accessed easily directly by typing in IPs?

Also, I'm pretty sure a lot of IPs have their own DNS servers that would still continue to work even if ICANN decided to shut down their shit, unless I'm mistaken because I skipped the class that talked about DNS.
