He didn't kill the comedian simply because a rape doesn't mean death. The Comedian was deamed essential to the group as a whole, and destroying him meant destroying the group. I'm pretty sure Rorschach beat the living shit out of him too. Avenging his death would have been justified because any death without a good reason should be looked into. Rorschach for the most part wasn't even avenging his death just investigating the death of a superhero, as he thought that it was an attempt on the group as a whole.

His backstory shows how his beliefs came to be, if anything it shows his rise from the ashes. He's going to make sure the legal system doesn't fuck up (Which it does so frequently) and he's going to deal it out himself.

He beat him up only because he wasn't cooperating, he got useful information from him, and his death had zero to do with Rorschach's doing. No one could have predicted that he would be set up like that.
