It is a bit weird to have a law against it. That said, I certainly wont lose any sleep if it stays in effect. Incest is gross.

To be fairly honest if you fuck too much even if it's vaginal sex you'll still get infections after a while, even if it's always with the same partner. I've heard way too many stories of girl friends I know who spent a weekend with their boyfriend doing nothing but fuck and ended up with an urethra infection. Also condoms may be good for contraception but they'll cause quite a lot of extra chafing and will basically have the effect of a very slow acting cheese grater if you get too much of it. Long story short too much sex in a short amount of time will always damage your crotch region at some point. There's no such thing as free careless sex.

Also the anus isn't made to contract and open like that so that comes with tearing and prolapse issues.
