People don't freak out when a helicopter is used to track a suspect. Using a drone for surveillance is no different practically, and they didn't say they're about to start dropping Hellfires on urban areas to get him.

It actually has far less potential to cause harm than a Police Helicopter. If what he says is true and he can shoot it down, it's much less harmful and significantly less chance of death. It's lightweight, there's no pilot to worry about, there's no aircraft fuel tanks, and it's much smaller overall. Danger on the ground is minimal and danger in the air is non-existent (aside from cost, which isn't a concern in this case).
In fact a Police helicopter has more potential for armaments than a Police Drone. You can have SWAT on board a helicopter to fire down with their rifles if things go bad (it's been done before by the FBI). On the other hand, a police drone is unarmed and is not meant to be armed. Attempting to arming one with even an SMG would probably prove expensive and difficult, and the the extra weight could destabilize it or hinter it's ability to gain lift (risk skyrockets when you factor in firing recoil), the smallest calculation error and it'd fall out of the sky.

For future reference, it's best to use google to research the subject rather than simply asking for a link.
That said, the tl;dr of the situation is that the man in question, Christopher Dorner, is an ex-LAPD officer who claims he has been victimized and slandered by the LAPD. He states that he has exhausted every legal approach he can think of to restore his name and fix the corruption in the organization, but he has been unable to enact the change he wants. As such, he has gone on a deliberate (and, as far as we can tell, surprisingly sane) path of revenge. He has warned that every officer currently serving in the LAPD, as well as their families, are his targets. He has murdered 3 people so far, and the entirety of California is on a manhunt to find this guy. He was last spotted around Big Bear, California, though false sightings have been everywhere from there to the Mexican border. It's gotten so severe that several innocent people have been fired on by the LAPD in an attempt to take Dorner out.

Yup, and I highly doubt that it's armed. I don't even think it would be legal to use a drone to strike a target on US Soil, not unless some executive orders were made and we were under Martial Law or something. Someone else probably knows more
