It doesn't necessarily [I]make[/I] him a good politician, but I imagine the Chinese, as well as anyone speaking a foreign language, thinks more highly of someone who is able to communicate directly, as opposed to through a third party translator. It's no guarantee of good relations, but people appreciate that kind of thing.
