What a waste of money, rescources, and time.
We spend billions on building roads and infrastructure in Afghanistan and the U.S can't even create a good infrastructure of their own. Now they want to spend more on building a detention center? So obama administration wants to shutdown gitmo then go and build a new detention center else where...
The government needs to pull their head out of their ass.
Private corporations make money off the government throwing people in prison.

It's true though, they never asked for this.
U.S. and Nato forces are training Afghans to become police. The only problem is that with the power of police comes the practice of Ethics. Afghan ethics aren't like ours, it's a completely different culture. So we train the Afghans how to be police, mainly how to protect themselves while doing their job. Multiple Afghan police have become power hungry, and just run around raping and looting, abusing their power. That's why the military forces have to stay in Afghanistan, they have to now teach the police force about ethics and morals ect. ect. It's a crazy world out there, and while I'm sure whatever they're doing is with good intent, trying to "fix" anything out there isn't going to work out well, and probably take years to get to an acceptable level. They should just fix up shit we destroyed like schools and hospitals and just get the fuck out of there. There's no progress being made.

As for the US (and the rest of ISAF) leaving Afghanistan any time soon, good luck with that. They are going to be there for years to come, the Afghan army and police don't look like they are going to suddenly be able to deal with everything any time soon.
Only time will tell I guess.
On top of that, I bet the US will want to set up a permanent base there as well.

Quite sure the US aren't the only one's who do this.
Not to mention Bagram has been a major prison for people arrested in Afghanistan since 2002, with 1700 people held there at the moment. If they want to increase that to 2000 I can't see them having to do that much work.

Most US buildings were never finished. Some were understaffed or not even in operation. Insurgents most of the time just take over the compounds.
