The problem with the American system of education is that children have been taught that doing "just good enough to get by" is acceptable. It's not.
That combined with the theory that getting children ready for final exams rather than actual teaching (even teachers complain about this) is acceptable. It's not.
It's not the teacher's fault. It's the kids and the education system.

Sometimes, it isn't the student isn't the problem. There are still some students willing to learn and make something of themselves. However, sometimes the majority of the students at schools don't care, and that attitude makes teachers have the "if they don't care, neither should I" attitude. That hinders the very few students at those schools who want to have a good education from getting it.
This is why I liked McCain's idea. His idea was (correct me if I'm wrong) that if you didn't like the education that the government was giving you, that you can have an option to receive a private education and have the government pay for it (more or less, I can't remember the exact details from his campaign and I don't feel like looking it up at the moment). That way, you always had an option, even if you were a low-income resident.
