The President holds an extremely low amount of sway on Congress. Congress tells the President what to do on a daily basis. The ratio of influence between Congress and the President is a million to one.

Legislation is based on fact and foresight. Nobody takes the President's opinion into account when they draft federal-level bills.

Let me rephrase my question, how does A become B, from the presidents speech to law, obviously some guy did not just say "Hey! I got a healthcare plan and it's not obama's!" What is the point of the speech when you say "It means nothing in law"
