The atmosphere is spinning with the earth, so unless it's going out of the atmosphere like some ICBMs, then no, that's accurate. If you jump, the earth doesn't spin away under you.

Well, it kinda does. The tangent velocity difference between r=6378100 m and r=6378100.3 meters isn't very big. Besides, although the atmosphere seems to follow the earth near the ground, it lags behind in the upper atmosphere.

Im staying at my grandfathers house for Easter. He was a captain of a refueling ship for the US Navy during the Korean war. So I started talking to him about whats been happening in the news lately with North Korea. He started telling me this story about how the North Koreans would use balloons and tie propaganda onto it. And when the wind direction was correct it would carry the propaganda out to different parts of South Korea.
