With a less corrupt country the powerful person wouldn't be able to change the law to do that, and with a more corrupt country it would be easy enough to get away with anyways that changing the law is not as worth it.

Now we know exactly what a bunch of people are up to behind the scenes. Some of those people are going to be in a lot of trouble, others can just hide in countries like Russia etc
Isn't the IRS/FBI typically pretty good at getting politicians that do stuff like this? Theirs rich U.S citizens and companies anyhow involved in this
