Because it's the Ultimates thing. It's [I]always[/I] been like this. It's meant to be a [B]DARK AND GRITTY[/B] universe.
Just to highlight the first point from TH89's post, this particular Spiderman is from their "Ultimate" universe or Earth 1610, not the main Spiderman franchise that Marvel advances and most people are familiar with.
To give you an idea of this universe, the Peter Parker here is a teenager- at the age of sixteen I believe- while the main one we all know is an adult now. His parents were killed by the Hulk in the experiment that first created him. Oh and the Hulk here is a cannibal too. And grey. This universe is supposed to be more "serious" and dark or something, dealing with issues such as how mutants and superheroes deal with the fear and hatred that the populace feels towards them- this was carried over into the films somewhat. I don't follow it but that's the impression I get.
This "new" Spiderman is being brought in after this Peter Parker got himself killed fighting the Green Goblin. We'll see his exact role later but it's just another part of the larger universe in the Ultimate line of comics.
And last of all, why should it matter? I'm really surprised people are so "outraged" by it. This reminds me of people getting enraged by the "political correctness" when Superman threatened to renounce his US citizenship. I think comic books could stand to have some more variety, this really isn't a big deal.
Plus more people recognize Spiderman because of the suit. It really doesn't matter who is in that suit, as long as s/he represents the values that Spiderman is supposed to stand for. That's the rule of thumb they go by here.

X-men has always* been about that, really. No, it tries to be more "serious" and "dark" by having a miniseries come out every year that culls all the fan favourite characters to keep people on their toes and to give the false impression that anyone can die at any time.

Ah, you're thinking of the DC style of major event miniseries, such as Countdown. While those ones DO kill off more characters than they should, Ultimates crossover events go to the extremes with it, as displayed by Ultimatum.
I'm thrilled for this honestly. The Ultimate Universe is one of my favorites of Spider-Man, next to Spider-Man 2099 which also had a dead Peter Parker. In 2099 he was part mexican so I have no problem with them changing the person wearing the costume, Spider-Man is just a title, it doesn't have to be linked to one person.
It's kind of like Venom too, in the MAIN universe he's not even Eddie Brock anymore, the person wearing the venom suit has changed 3 times. He was even an Italian Mobster once.
