He's smiling.
I don't think it should be illegal at all to record people in public, you are in a public place and are giving up your right to privacy.

"In this very low res picture you can clearly see the officers face does not match how I would react in this situation."
I can't say the cops were wrong to shoot here, the dog attacked they had little choice.
But holy shit it makes me feel awful seeing that dog get shot.

There are like 5 pixels in the whole picture. I am guessing that your facial expressions consist entirely if smiling when happy and frowning when sad
nature of man
it's like FUCK YEAH WE'RE COPS BEING FILMED LETS CUFF THIS MAN and look where it gets you
it's sad really

zoom, enhance
Isn't it against the law to film someone without permission?(At least here in Germany)
I mean, he aimed directly at the two officers with his camera and it looked like a kind of provocation to me.
..Just my two cents.
It's not illegal in any western country as far as I know to film people in public.
It may be illegal (depending on circumstances) to distribute/broadcast what you filmed though on TV (internet?) without permission if said person in your video was easily identifiable
He's smiling.
Doesn't always means the guy is happy or laughing.
Some people look like they're smiling when they cry you know.
zoom, enhance
It would't matter how clear the picture is, its ridiculous to take a still frame from someone in a fluid situation and then assume thats how he must feel. I could take a frame from someone breaking their leg and tell you they where happy about it.
cops should be taught how to act around dogs and deal with them non-lethally. obviously the dog is going to charge at you when you take its owner away and act aggressively when it approaches you

Shouldn't police filming be allowed? So that the police are held more accountable for their actions?
To my understanding its legal to film the police in the UK and most US states.
After a little research I've found that police filming is legal in California.
Shit like this makes me afraid of the police, and my fear would be more than quadrupled if I was black.

It's perfectly legal to film people in public, and put it on the internet/TV I think the only time if it becomes a problem is if you're gaining revenue off of it.
really puts the country in a good light though, in midst of a scandal where the entire country spies on its people, the people cannot observe their country

I am fairly certain there is more to this story. When the officers approach him he looks as though he is expecting it.

he looks like someone who has been arrested before
he just doesn't want trouble, especially not his goddamn fucking dog shot
The dog wasn't being aggressive, the officers tried to take the fucking leash of a dog they had no relationship with, and when the dog tries to defend itself they shot it, gg. Even if you have no experience with dogs you should have the common sense to not walk up to the fucking thing when you're between it and the owner, whom is clearly distressed. You can't defend the cops for shooting an animal they aggravated to start off with.

Could have been but there where other people obviously filming. They didn't have the same reaction
It's only legal in the UK if you either:
1) Film people as part of a crowd or
2) Have their permission or
3) Person is not recognisable from the film or
4) Permission is implied (e.g. photographer hired for a wedding); or the person sees the camera and makes no attempt to stay out of shot.
Personally, I believe if you're a police officer and you're on duty you are a representative of the government/state that employs you, and people should be free to film/record you as you go about your duty.
Dog deserved it, if anyone says otherwise then they're idiots. End of story.
someone just informed me via steam that my avatar looks just like the dog at the end of the video
holy shit
