They likely didn't consider it, you can act like it was "so obvious", but hindsight is 20/20.

The dog did jump at the cop, I would have done the same thing . Those dogs will do some serious damage
I think you guys are grasping at straws here, going to great lengths to make the cop seem brutal and cruel. Really we all see the cop tried to grab the dogs collar and it leaped up at him, mouth open. People who spend time around dogs know that dogs rear back on their hind legs if then intend to attack you, but a lot of people don't know this. And seriously? Analyzing the photo and accusing the cop of smiling?
