I always thought that was to give the shop a bit more credibility (hah!) so they are not just selling stuff to mask the smell of weed.
I do love being able to buy Room Odourisers that are specifically Not Fit For Human Consumption from the off-license down the street though.

I assume it's because the religions associated with it (neopagan stuff like Wicca) are friendlier toward women than the Abrahamic ones are
