The overarching goal in Trump's cabinet picks appears to be choosing people who will destroy the office they're put into. A sort of government self-destruct.

Can't definitively prove it, any arguments would be mostly subjective.

Contributing to the UN finances being required for something as huge as veto power wouldn't make financial contribution the sole condition for veto power.
It would be necessary, but not sufficient. I don't see how that would set such a precedence.

Right now it's mainly the Anglosphere. France has the power to change that, however.
