And the question you asked again is simply doesnt make sense because you're asking "What else besides under law gives the police the right to use force on someone running away" and the only answer to that is department policy.

One theory is he ran towards the cops after being cornered, but for some reason half the thread flings a huge bitchfit about even admitting that's a possibility. None of the articles say it, but none of the articles say it didn't happen either.
Another possibility is the cop with the taser managed to cut him off ahead somewhere along the way.

One possibility is the cops are actually corrupt mafia henchman and they cornered and murdered him with a taser then sprayed paint on a wall to frame him, but for some reason half the thread would fling a huge bitchfit about even admitting that's a possibility. You can say that for any building in Miami Beach, hell the whole of Dade county. It's still vandalism, and cops still want to stop that. Vacant buildings are usually meant to be sold later on, not left to be graffiti-filled abandoned hot spots.

Kopimi, I too hate when officers do their job by apprehending someone who committed a crime. I mean, it's just someone's property? And the guy was just going to do it again on someone elses property, like who cares???
I mean, why didn't the officers just analyze the whole situation in slow-motion while the kid was painting? They should've been anticipating that the tazer was going to be fatal to the guy atleast. These tazer deaths happen so frequently right? They should've just let him go to be honest and probably be perceived by their community as useless for not catching criminals even though it's their job.

There's not a single fucking good reason to use a tazer on someone for running away for committing vandalism. Have any of you been tazed before? It fucking sucks. Even if you were some sadist that preaches "CRIME IS CRIME" like some robot it was clearly a breach of protocol. If enforcing the law no matter what is going to get more people killed than not then you should probably revise the way you handle criminals.

i'm sure you know much more about the harm of tasers then the multitude of specialists that cleared them for use.
Also the taser works by having the current flow between two needles that are shot into the skin. The electricity arc's between those using the path of least resistance, so either the cop shot him in the chest (Obviously not, considering he was running) or the kid had a condition.

This was an abandoned building, for what it's worth
there's quite a few street artists who do great grafitti in abandoned and run down buildings, actually making it look good, and start becoming famous because of that stuff
see: Os Gêmeos, from brazil (though the wikipedia page has very little info on them). people were outraged when the government erased some of their paintings in são paulo.
Graffiti is one of the greatest forms of art, if done correctly. Tagging and such look horrific though.
I don't think people should vandalize buildings, though. If you can afford spraypaint, you should probably be able to afford something to spray on.
