Personally, I'll remember Obama for
Taking credit for leaving Iraq using the timetable put in place by Bush
Taking credit for saying "OK" to have a bunch of soldiers sneak into a friendly country and blow away a terrorist
Personally signing off on drone attacks that killed thousands of civilians, including US citizens without any trial
Being elected on the promise of not being Bush, then continuing all of Bush's policies
Getting the US involved in a half dozen conflicts, basically supporting religious extremists in accomplishing their goals to destabilize the region
I like how when things aren't working out for Obama, it's blamed on Congress but whenever we're talking about Bush, it's all on him and Congress didn't do a thing to help any of the issues that arose in that time any bit.

There came a point when Obama should've let the ACA die and bring up select parts of it as separate bills, but he didn't.
Instead he gave us a bill that did little but make it literally illegal not to buy private healthcare. That wasn't a victory for the average American, that was a victory for the healthcare companies, the [I]exact companies[/I] people were hoping this bill would distance us from.
Also was it Obama's decision to intervene in Libya? Because if so that's another mark against him, because by toppling Gaddafi we created yet another failed state which could very well be a training ground for Islamist militants for years to come (hell, you could argue Libya's success spurred the collapse of Syria, which gave rise to ISIS and the situation we're in now.)
I know I will remember Obama as the guy who caused my insurance premium and deductible to triple because of Obamacare.

Congress was far more cooperative with the executive post-9/11 up to the last couple years of Bush's presidency. It's also statistically factual that this current session of congress is one of the least productive in modern US history.
