The only worthwhile thing to blame here is the fact that Putin is a semi-authoritarian leader, and the Russian population largely and naturally supports authoritarian leaders (although this trend has been declining for some time now). What you must understand is that even if there was total media transparency in Russia, it wouldn't change anything. You think photos of Putin riding on a horse and flying a helicopter is his entire foundation for PR and public support? It affects no one besides several Western-driven demographics. There are no significant 'Putin is a badass!' slogans going around in Russia. Nobody who has the power to change something gives a damn about photos of him in the news. The only thing people care about is his performance as a leader and a president. And he's regrettably the best thing that Russia currently has. No one that's legible for presidency in Russia is even remotely qualified. Or sane, for that matter.

It doesn't have to be through direct means, like chemicals in the water and a special hat. But through media influence, which really is exactly what you describe. Hell, we have it here to an extent, not really in regards to the president or a major politician, but the overall American Exceptionalism push. And that's just become a self-perpetuating thing. So I'd argue calling it brainwashing is still technically applicable.
