No you're correct, I think around 2006 and 2007 they tested two nukes.

North Korea has a [URL="http://en.wikipedia.org/wiki/Songun"]policy[/URL] of allocating state recources to the military before the civillians. They simply disregard human life in favor of strengthening the military.

But they don't even have enough to feed their military, they really need to do up their agriculture.

They don't have the fuel to run their military either. Whatever military exercises they perform are kept extremely short. I wouldn't be surprised if soldiers are punished for not executing their exercises [I]perfectly[/I].
And that leaves the civilian sector completely out of the question.
