They didn't have the license. Remember that THQ caved in and Relic ended up getting spun off to Sega. But they didn't get a license for more 40k games to go with it. THQ more or less had an exclusive 40k one, which is why we've suddenly got to see so many 40k games once they caved.
From what I know, the majority of Relic is long gone. A significant part moved over to Blackbird.

Well, i'd like to think that between Company of Heroes 2's release and SEGA's acquisition of the Warhammer 40,000 license, they could at least work on their game engine. Even if they couldn't use the Warhammer 40,000 license, they could at least work on their next game while using programmer graphics as a placeholder. Again, i really don't want to think that the majority of Relic's been doing nothing while waiting on SEGA to sort out the licensing issues.

The part that moved to Blackbird was way back in 2006-2009. Only two of the original Relic guys really worked on DoW. The main thing as that none of the DoW or DoW II team is still with relic. A year following the release of Retribution, the entire DoWII team was laid off, with exception of the artists. Relic went from three teams to two teams.
They've been down to two teams since 2012, and both were working on CoH 2. But CoH2 has been out for some time, so what has the other team been doing?
The death of THQ also opened up the 40k license. Part of Sega's acquisition of Relic gave them full rights to the Dawn of War series, including making sequels.

I know a lot of people liked the DoW2 campaigns, but I still like that style way more.
The turn based part was more conducive to multiple playthroughs where as the DoW2 campaign was an enjoyable one and done sort of deal. Either way I hope the campaign has coop again.

World in Conflict has an amazing campaign, Company of Heroes had some good ones with great set pieces, Company of Heroes 2's was decent.
Most major RTS games of the past ten years have been coupled with a good campaign.

You just reminded me that I need to go burn down Ubisoft for not making World in Conflict 2. Seriously, that is the biggest, "Why not?" type things for me. With how the stage was set at the end of the game, you could just say, "Shit is going to get interesting" yet here we are with no sequel or new DLC to explain what comes next.

I wanted to mention those, but people tended to hate that aspect, so I didn't want to open that can of worms.
I mean on a much larger scale. The system should attempt to use procedural generation to generate (some) rewards and conflict. Finding one of a kind equipment or ancient technology has always struck me as an interesting aspect of the universe.
Borrow from the total war series more for the turn based game. Give victory and loss the impact that it has in those. You don't just lose, you see the strategic consequences of loss. Economically, politically, and strategically.
This is a system that can be employed to add depth to the game and produce interesting campaigns, but without necessarily impacting the tactical side of things that made the original game so much fun.
People tended to hate it?
It was so much fun and added a whole new other unique concept in RTS that made single-player so much more fun and engaging. Even in its very primitive state it was shitloads of fun, imagine if it had loads of planets and a lot more polish. And even more gear and shit that you could win also. Take my fucking money right now.

I didn't like the soulstorm campaign because you didn't keep your bases from a previous gain, which meant on hard the computers would just stomp you in the first opening seconds.

I'm expecting this will actually be something to do with a new game. They didn't hype up the Necron Lord DLC that was released recently, so it would be weird if this was just DLC.

It should be both, Dawn of war 2 added a very interesting cover based system that allowed you to control units with more control.
I think that should be in Dawn of war 3 along with base construction.

Presumably at a larger scale, they would find their own.
Guardsmen would also likely entrench positions and make their own cover.

Imho DOw 2 was easier to get into. But it felt less fair if you didn't understand what was happening, as the units had a much higher mortality rate.
Dow 1 on the other hand was way more complex, in particular in t1-2 and timing was far more crucial.

Believe it or not, but units finding their own cover was one of the biggest criticism against dow 2 in terms of competitive play.
Really the biggest question in terms of dow 3 is, if they can finally balance Eldar. The glass cannon aspect is incredibly hard to balance and there's a reason why eldar were the go to race for all of DOW1 and for most of DOW 2 (after the nerf to ravener alpha)
