And regardless, on what grounds can you restrict guns for certain people? How would you do it in a way that works and doesn't punish responsible gun owners?

Plenty of murders were committed by seemingly normal people.

I saw on the news the kid assembled the shotgun in school, then started shooting, so it makes sense that he could have brought it in a violin case.
