Why are people assuming the dude had weed? Maybe he was stockpiling a truckload of heroin, there's no point in making completely random and arbitrary guesses about the situation and then getting all high and mighty about the imaginary injustice. And it's also not like the cops knew there was a baby in there and said "aw ye let's blow that baby the fuck up", don't act like they actively decided to maim the baby because they're massive evil incarnations of Hitler.
