Sort of. He cancelled Constellation program (The one to go to the Moon) because it was shit, but the budget was actually increased.

It doesn't actually go in to space, it just goes to the troposphere or stratosphere. I can't remember witch one to be honest, though i could be wrong. It could actually be the mesosphere.
