Back when the church was first formed it was completely different from what it is now, and over the centuries many popes changed the loose Christian religion into the Roman Catholic church through various laws and decrees. Combined with the strictness in many monasteries (Which became very popular, but many became secluded for example on a island) and slowness that news travelled these men were free to have sex/fiddle with some other boy or man inside and have news about it clamped down upon. This process kept on going on many centuries, and in various nations this was less of a problem than others (Northern Germany, England, Scandinavia, etc after the reformation) but news was quite suppressed until recently when news about all of this came to light.
