It's a pretty garbage starting wage for an intense and stressful job, and low wages don't entice people to sign up for the job, nor take it seriously.

In Nashville they sit applicants down in a room and listen to actual 911 calls. By the time it's over half have left not wanting to be a 911 operator anymore

She also passed a test that gets sent to the US that effectively means that you can take emergency calls anywhere (English speaking) on Earth. I have no idea how someone like this could pass even the basic psych tests needed to perform her duties.

Takes a toll.
