This is fucking disgusting, and worrying. I often see 'crazy' people on public transport (never really met too many out in the street luckily... they seem to just kind of roam around from point to point on buses and trains) here in Australia and I always get really nervous around them (never encountered any in the UK when I lived there). Y'know, people who mutter to themselves aloud while pacing around the train, or randomly start yelling at people. I've had some crazy Greek woman scream at me once before spitting on the seat next to me and walking off while I was on a train. It was bizarre, I wasn't even talking or listening to music or anything that I can imagine would have bugged her. I've always maintained that those kinds of people should be institutionalised somewhere until they're back to societies standards of sane, and, failing that, keep them there for good because I'm always worried shit like this will happen, and... well, here you go. One of those nutters has finally flipped out and fucking DECAPITATED someone. Lock them up until they can be 'fixed' because people like this are a bloody danger to people.

There are loads of crazies that live around any major city, and they usually hang out on public transportation or around the city center. I see homeless guys shitting on the sidewalk, shuffling in the street with their carts, even one guy who just walks around the blocks in the business center of town loudly sobbing all the time. They need to be institutionalized for their own safety and for the safety of everyone else. Unfortunately most of them are too crazy to want help, and unless they WANT to be institutionalized it is considered a violation of their civil rights. Also our government is broke as hell and we don't have any money to set up a system for those kind of people because we are too busy pissing it all away on wars in the Middle East.
