I think he means, to use a gun to go on a mass murder spree. Obviously to use a gun safely and most effectively requires training, but to kill someone at close range when you don't exactly care for the safety of yourself or anyone around you doesn't take as much.

Hunting maybe, Self defense killings are accidental at best most of the time. Self defense is about stopping an aggressor, not about just shooting a guy nine times.
