Reports are that Iranian rocket engineers were brought into NK to assist in the launch.

If it successfully fires all stages and makes it beyond the atmosphere that's considered a success. If the satellite does not stay in orbit however that's only a payload failure.
Regardless, North Korea just became the newest country to join the elite group who are capable of reaching space on their own.

They're banned from firing missiles.
Conflicting reports of whether stage 3 splashed near the Philippines or if it was the entire rocket.

Actually the X-37 is probably just a test-bed for future air force scramjet fighters.
You know. Ones that can go to the edge of space to shoot down stuff in LEO.

Chances are the payload was a modified placeholder (weight distribution, placements of new components, ect) for something other than a satellite.

Nope, terrorists have taken refuge in space, and are working with the North Koreans to get all the space oil. So the US Air Force has responded by sending up a group of space airmen, accompanied with Bruce Willis to defeat the evil space terrorists and north Koreans. [sp] Sounds like a B movie plot [/sp]
