There's [i]totally[/i] not an entire system of checks and balances to ensure that power is spread across the government and not in the hands of one person. Advocating the redistribution of wealth, in any form, no matter how small is socialist.
The reason there was no great push for a "single payer" system in the US is because the politicians there know they could never get away with such a thing, so they passed as much as they could get away with even though they knew it was unsustainable so that in the future they could crusade further toward their real goal, while blaming the problems with their old system on their adversaries.
Just because Obama doesn't declare all out martial law and take over every part of the american economy and american life doesn't mean he isn't part of the movement thats trying to inch their way towards that goal, in ways that are small enough not to promote all out indignation in the american people(the ones who aren't already leftists.)
