[I]If [/I]what yawmwen proposes turns out to be true then the elite with access to that kind of technology will theoretically be able to increase intelligence, longevity, anything really, which would give them a huge advantage over regular (non-modified) people and thus present them with far too much power.

You can't provide it the chemical energy to shine. Maybe this sort of "shines in visible when hit by ultra violet" or that kind that keeps shining after a while after you "charge it up" by shining at it. Transparent skin would be weird as hell and gross, and also probably a good way to give your flesh serious problems, as the skin is blocking the sunrays for an actual reason - the rest of our tissues isn't really made for sunlight. Catlike night vision is given by density of the receptors in eye, shape of pupils, and all that, and that was already given when your eye developed in your mom's womb - you again can't change it much without surgery. Maybe get a bit more sensitivity there, but I bet you would be left with serious side effects and problems, and I mean that purely from the point of view of all of this being balanced quite carefully and not the fact genome is pretty damn uneasy to manipulate without fudding it up. Probably best if they stick to enhancing existing traits. Stuff like lung efficiency, pain threshold, coagulation rate, strength, that sort of thing.
