I guess the argument can go both ways, look at countries with the death penalty, you wouldn't dare do anything really illegal cause you know whats gonna happen, it uses scare tactics, but on the other hand treating them all nicely doesn't always work, im sure many of you would have met people who will not learn, they will keep committing and you cant keep chucking them back in the playground, they learn more illegal methods in jail anyways.
