i said this a few posts ago, but there's plenty of ways to get around it.
like, i've blocked several people on steam and they've gotten their friends to add and flame me, and/or they've tried to add me on other messengers and stuff. the person constantly trying to jab at you like that really makes you feel awful.

Well it depends on the problem really.
If someone is seeking a rise out of you, the best way to respond is to not, and the best way to stop yourself from being in the situation where you might respond is to make yourself blind to it.
Is your house on fire? Ignoring it won't put it out.
If someone making fun of you on the internet, ignore them and the only damage they are doing at that point is to themselves, wasting their own time.

If they carry it on offline, tell a teacher. You're obligated to be in school and be around these people so when in school it is the duty of those overseeing you to prevent harassment. On the internet you are not obligated to be anywhere nor are you obligated to listen or see any harassment, as there are options that exist to prevent that; so it is your duty to prevent your own harassment with the tools available to you.

It ceases to be cyberbullying once it carries over into real life, and I cannot speak for America, but in the UK most schools over here started taking a zero tolerance policy for it since a couple of years ago.

You clearly don't understand how hard it is for a teacher to control one class, let alone an entire school or for parent to control a child without getting rid of their freedom, nor do you understand that just because you ignore what's on the internet, doesn't mean it'll go away. we shouldn't be telling kids "don't get bullied", we should be teaching kids not to bully instead. you're never going to solve any problems if you adopt a conformist attitude towards them.
if we want to stop bullying and stop things like this happening we should discourage the type of behavior that leads to bullying, and give counsel to the bullies as well as the victims. this type of "it'll sort itself out" mentality is the reason why nobody takes the issue seriously.
Cyber bullying is the worst thing to happen to bullying. Bullying is bullying. Period. Adding on the cyber, especially considering that no one ever uses the term cyberspace anymore just made bullying an even more laughable concept to some people.
They don't realize cyber-bullying isn't just name calling on the internet, but far more worse, like exposing someones personal details or images.

Zero tolerance policies are never enforced very well. If anything , they always seem to screw over the victim.

The latter is already taught; if children followed what they were taught, there would be no issue. It is important to continue to teach the latter. I am not saying we should teach children to not get bullied, I am saying we should teach children how to respond to those who do not follow the rules, the first step should be to ignore, if it doesn't go away and it escalates, then do something about it.

As I said just before, schools (in the UK at least) already teach you to not bully, they already tell you to avoid certain behaviours. The schools I went to already had special counseling programs for problem children, none of this stops bullying from happening though.
The best advice I ever had for dealing with people who wanna cause trouble with you, is ignore them unless they escalate. Most of them give up when you don't dignify them with a response, the ones who don't you tell a member of staff about or deal with them yourself, your choice.

When I was 12 if someone was being a dick to me I'd bait them into doing it around/getting noticed by staff, it made them look dumb and get publicly recognized as dicks
But I don't think someone who reacts emotionally enough to commit suicide could think clearly.
