You start by profiling every possible candidate. Perhaps having been fucked in the ass for long enough, people will rise up out of passion. If you hate someone enough, nothing is going to stop you. If you hate something? Same deal. 2) Compulsion. Deterrence doesn't stop anyone who is just acting on compulsion. 3) Profit. This is less relevant here, but extortion and terrorism do go hand in hand. I don't think is really relevant in this case. The only people deterred are people that already wouldn't be likely to commit crimes.
