The sad thing is that Google is fighting a war of attrition here. They can't afford not to give in and censor some results, and while 42% may not sound like a lot, you have to consider how much that actually is on a scale of thousands.What if the government had asked them to censor 10,000 results? Google would have complied with 4,200 since 42% of 10,000 is 4,200. As long as the government keeps shooting them requests that can't feasibly deny all of,the number they do comply with will keep growing regardless of what percentage they refuse. It's a cycle the government will keep repeating, slowly gaining ground every time until Google is reporting to have only complied with something like 35% of 50,000 requests.
