Cold is the absence, or slight lacking, of heat. Heat is generated by particles moving at high speeds. Cold is produced by slowing down the particles.

But you're thinking too literally here. Cold is only considered cold in relation to what is warmer than itself. Meaning that in comparison to the surface of the sun, our puny bodies at a measly 98.6 degrees are COOOOOOLD. It's a term relative to what you are comparing. So it's philosophical in that sense.

Velocity can quick in relation to something but slow compared to something else. In that sense, they fit. Yes, they are specific values, but it's basically that one thing is larger, faster, higher, greater than only in comparison to something that is smaller, slower, lower, or less than. So a large, fast, high, great value could be small, slow, low, and lesser in comparision to something greater. So yes. You don't know how fast or slow it is, because it's not compared to anything. If I say 1 Kip is equal to 5 MpH, then you can get a good estimation of it's capabilities. Let's say another speed has been invented, Bips. It's speed is 1 Bip is equal 100 MpH. Now, compared to Bips, Kips are quite slow.
