I see two reasons for this.
To either rig the votes.
Or to create an illusion that they are going to rig the votes to dissuade people from voting for Jones because they'll think "What's the point, they'll rig it anyways."

Third option: if Jones manages to still win, they've pre-emptively undermined his legitimacy by creating a situation where they can blame Jones for rigging the votes and give Trump more fuel to fume over dems rigging dem votes. Genius!

An encouraging bit of news, I'd say. It seems like people are more willing to get out there and vote instead of trusting what the news says is a "sure thing" after that blew up in everyone's faces last year.
Even if Roy Moore ends up winning, I think Republicans aren't going to be pleased with the results of this election. People are starting to wise up and get out there. If Alabama isn't a 100% sure-fire win for them anymore, they're in serious trouble.
If one thing can be said about these last few years, I'm glad that at least it seems to be inspiring people to actually get out to the polls more and be more politically active. Every vote that's gone by seems to have had a record turn-out

Yes, In Alabama you're allowed to vote once your rights are restored after a crime. Jones Campaign, Vote or Die and NAACP pounced on it and a lot of former felons are voting, rightly so.
ALSO, apparently Black turnout is around 30% of the electorate today, I will try and link you guys something soon, but if it's true then that bodes VERY well for him
