And then everybody would proceed to have a huge party and make fun of them (especially Canadians and Australians). Untill the internet in the US comes back online and everything goes back to normal. Let's be realistic, nobody would cry if any nation (not only the US) lost it's internet for some time (except for the peope living in that nation).

All I can say is, if he tries to shut down Russian or Chinese parts of the internet (based on server and ISP location) USA will be in some deep shit, cause these countries have their own "cyberarmies" of hackers and the like. At the best, he can only shut down the American partition, because anything outside would be considered a cyber attack, and probably sufficient grounds to declare war. It's like if they made a bill that lets you shoot anyone. The moment you shot a foreigner, you're wanted dead or alive in some other country. So either they're just really cocky or actually think nobody will stop them from going into another country and shutting down their ISPs.
